Because fallout's aesthetics translate poorly to a live action television series. It would never have looked good. It shouldn't have existed at all.

The fallout games have serious moments and characters, but are just as often intentionally stupid and funny. Making things look bright and cheap looking is good visual shorthand for priming the audience for the tone of the show. It does exactly what it sets out to do.
