Godzilla and Toho sci fi films were huge for example and gave reason for them to invest in sci fi shows which created a generation of people who would continue that trend in the 80s and 90s. Americans were already importing shows from other countries by the late 60s to keep up with the demands of the television audience instead of investing in themselves.
