He's saying that Will is trying to live his life and infer experience through books, but there are things that you cannot experience through books and Will has to put himself out there and do the things he doesn't want to do, which is be vulnerable and open to rejection to and by others. This scene should be considered together with the earlier scene of the rich student. They both challenged Will by mentioning a tourist experience but for different reasons, and Will would accept one while refusing the other.
The rich kid brought up skiing just to call Will poor, assuming that he will never get there. On the other hand Robin Williams knew that Will can find his way to Sistine Chapel, and he knew that if Will travels there he is not just to brag about it but to verify the things he read from books.

All they know is how to calculate the data needed for the construction and what are the general principles of handling the issue, but that's about it.
And if anythng is non-standard, they literally have no idea how to handle it, because they, again, lack experience
From the very top of my head - land surveying. I'm in hydro engineering since 2002. I need to just eyeball the terrain map and ask handful of questions to the surveyor to know what's up and what to expect. A kid fresh from school (and by now, those are people who were born when I was entering this business) will need to consult the entire survey, because they don't even know yet which data set is the most important for their job.
And they will only get there from experience, not from cramming
And this is not to devaluate education. The thing is, you need both good theoretical background and practical, on-hand experience with using that knowledge and also repetition via practice to get good at something. Finishing school is just the first of the three ingredients.

If the world relied entirely on the brightest and the most intelligent, rather than improving the general lot, we would be still Iron Age civilization (which is usually a bottleneck for those - insufficient number of trained and educated people to keep things going beyond random brilliance).
So in the end of the day, of the class of 100 engineers, maybe 5 of them will be the guy you are describing (and that's very optimistic). And even those will still need on-hand experience how to handle things - but instead of spending 10 years on it, they will be good after 2

no, it's a common mistake to think that a society depends on raising the dregs. the top ten percent is what is important to the success of the country, the others are mostly incidental within certain boundaries.
the true innovators throughout history have been a mere handful whose discoveries changed civilisation and understanding completely.
the rest are just filled in as tools, which is more or less what you said. but tools being thick or slightly less thick doesn't make much of a difference besides the amount of overseeing the truly clever person needs to do. hierarchies of thought don't need many at the top, nor many at the next rung or the next.
education now is mostly a waste of time for the vast majority, and has become a compliance proof. most make little use of what they're taught, and end up in jobs where they are a very small piece of the puzzle, whether engineers, biochemists or otherwise. it'd work better to specialise in 1 year degrees and churn people out faster without excess, and leave other education to the top 5-10% in each field.
