He says he hears voices all the time in his head (Luci) but then he tells Kelson to make a performance so his gang keeps believing him so he is aware that his voices aren't real.

He was painted red and hanging out with an alpha infected in his literal temple of bones, he'd seem like some kind of mythological figure without context.
The girl assumed he was Satan and told Jimmy in front of the other Jimmys. Jimmy himself for a minute seemed to legit believe Kelson could be Satan, so Jimmy at least genuinely believes Satan is real. He may not believe Satan actually communicates with him telepathically but he doesn't believe Satan is real.

He may have known on a deeper level that the voices he heard were not Satan. He is profoundly mentally ill. But even really fucking crazy people will have moments of lucidity or know they're being crazy. Jimmy liked the satanism shit and it granted him a lot of power so he perpetuated it. He probably did believe it on some level that Satan was real and possibly communicated with him, but there was some obvious uncertainty from him.
He didn't address Kelson with any kind of certainty, he genuinely didn't know what the fuck was going on or what to do.
I like how fucking weird Kelson is to everyone. He really would be some kind of bonkers wizard out of myth to anyone else. He's also the only totally positive remnant of the old world culture left alive. There's no way they'll not resolve the Baby Isla subplot in the unlikely event Boyle actually gets to make a third one.
Sony doesn't seem the kind of place to give much to passion projects that do not make any money. Allegedly Boyle was offered to make the third one on netflix already but he turned the offer down.
In all likelihood it will never be resolved.
But if in the off chance they get greenlit I think the village will come back into play, especially since Samson is now in his state.

28 Years and its not even close. Jimmies at the end of part 1 are larger than life Mad Max characters suddenly placed in a grounded setting that have enough charisma to make you want to know more about them. Bone Temple Jimmies got nerfed really hard and they don't have any of the mysterious charisma or crazy super powers from the previous movie. But if you're just asking that in a general sense, I feel like there's a trend of really bad content over the last decade where people who just have wacky or good ideas basically run purely on vibes but have no actual skills to execute on those ideas well. With a TV series, maybe like K7K with six episodes each half an hour long, they could have shown the Jimmies interacting with more different survivor groups, and some of what their day to day was like when they weren't able to find other survivor groups to attack.

We just didn't see quite enough of the whole dynamic between Sir Jimmy and the Jimmies. I feel like the performance from the actors was all there, but it would have worked better if we had two or three times as much time with the characters.

Its not just that, its also a ton of loose threads that seem to exist almost to mystery box the movies.

For instance the community in 28 years is given a zombie baby to raise, that seems like it'd be more of a big deal as a plot point. We could argue that maybe they'd just make a movie about that later but the way these threads are laid just seems like they'd be better fit to a series with multiple POVs.

Another example is the end credits scene with the first movie's character, clearly there's some breadcrumb being laid with what happened to him, there's also the stuff with the cured zombie pajeet, and to explain why everyone calls the zombies alphas instead of just the ones from the village.

If they're not retconning the second movie there's a lot of questions around the carriers who remain unaffected by the infection and what happened in Paris.

It also would've been a lot more interesting to spend more time (in a multi episode structure) with the military survivors in the first movie before it all fell apart.
