It doesn't really make sense to bring the story outside of the context of the 19th century when germs were a strange new thing and despite the aliens having "advanced" technology they knew just as much about them as humanity did so you could suspend disbelief that the aliens were too eager to invade and forgot to check how safe it was which also goes against the idea that in the movie they were planning the invasion for thousands of years.

You see in the basement scene they are unfamiliar with wheels on a bicycle. Their technology is a weird mix of biology (the tripod's have weird muscley anuses that eat people) and tech. Maybe they never invented wheels- they missed that idea. What else did they miss?

Yeah I was thinking that in human history we had a very big a-ha! moment during the conquest of new world with both sides being decimated by foreign diseases, maybe the aliens original planet was one massive continent so they didn't have that?
I guess this brings up the bigger question whether technology/progress is deterministic or not. Like you said, could they evolve and form a functioning society without knowing what a bike is? Perhaps.
