It's the only one of his films where it features characters that are closer to real human beings treated with sensitivity rather than a mishmash of cool tropes from earlier b-movies. Calling it a blaxploitation rehash is reductive imo. And of course a lot of the magic of it is due to Pam Grier and Robert Forster's excellent acting. I always end up ruminating about the passing of time whenever I come across it.
