Because he's a self-hating gay/queer/trans, whichever he feels at that moment, you get a really interesting dynamic from him. He represents the sort of gossipy feminine Karen mentality, but since he is a biological male he is also very gross at times, and can get quite hostile and aggressive.

I think the joke early on really was as simple as - he's gay and effeminate, so that's funny! But they did well to establish just how shitty of a teacher, person, citizen he is. It became more about how selfish/self-serving he can be, and he started to represent this sort of "main character" energy shift that we're seeing in our culture.
