Lucas created him to show how the military aspect of the Rebellion started, to explain where all these trained soldiers came from all of the sudden in the original trilogy. It all started with the people like Saw, local militias that were trained by the Jedi at the end of the Clone Wars. But all these militias are disjointed and need to be united under one banner by the people like Bail Organa and Mon Mothma, which is how we get the Rebel Alliance from the original trilogy. His most important appearance is in The Clone Wars, of course, where he originated and all of that is established. Everything after that has been neat as far as developing his character goes, but his utility and purpose for the wider Star Wars mythos was established in his first appearance. Everything after that, he's just a fun cameo, and Forest Whitaker is cool.
