this makes no sensewhy would you need to have random citizens of the world do body retrieval/IDing when you have tons of soldiers just hanging out waiting for maybe less than a handful of zombies coming back per area? why would you wait until the volunteers are sat down in front of you just before they go out to confirm the rumors are true about some of the dead coming back to life? you're willing to ship them back to their home country right away if they don't want do the job they signed up for
