It makes sense for the character. Norman was dealing with an inner demon and had a fascination with tribal masks, Harry was a rich kid who spent winters in Aspen snow-boarding. Harry isn't intending on scaring a bunch of old board members with a monster, he's on a tactical mission to kill Peter specifically.

Spider-man's main skill is his agility, which Goblin Jr, can almost match with the serum, the snowboard design of the new glider allows him to manoeuvre between tight spaces in buildings that the original glider wouldn't be able to. The outfit he wears is obviously a type of kevlar which offers protection against scraps and slices, direct attacks like a punch though, he can just tank thanks to the serum (remember Norman was able to kick the shit out of Spidey in a one-on-one fight). It also gives him more familiarity with how to handle himself when on the glider, there were moment when Norman actually lost balance and hand to quickly adjust or physically manhandle the original glider into position while flying.
So yes, dressing like a snowboarder actually is a better choice for taking on Spider-man.
