What I like most about this scene is there is absolutely no reason for him to use that image as a hat. He could have just attached it to the camera. Really hammers home that he's an idio. You don't see writers put that sort of thought into tv and film these days. If this movie was made today this character and scene probably wouldn't exist and would be replaced with a two second pan of the cityscape outside his apartment

That wouldn't even work. The picture is clearly a lot bigger than a camera lens, and fixing any picture to the camera would block out all the light. He needed to hold a picture at the correct distance away from the camera, which he couldn't do holding a weapon.
