Nick Fury, obviously. Hulk has been glazed since World War Hulk and should never have been much more than Colossus or Thing in terms of strength. The movies didn't nerf him, they brought him back down to proper canonical levels.But they didn't need to make Nick Fury a Wakandan.
I’ve never seen a superhero get more screwed on film than Hulk. He got almost completely cucked out of Infinity War and turned into a joke in Endgame. You know the MCU has fucked up badly when people are starting to look back on Hulk 2003 and think, “You know what, that wasn’t so bad.”

A bit higher than Thing and Colossus (sometimes - Spiky Thing and Unstoppable Colossus both stomped Hulk easily), but lower than say, Juggernaut or Thor.Except somewhere along the way they decided he could defeat cosmic level entities and reality-controlling alpha mutants by just getting weawwy, weawwy mad uwu.
