Sadly this takes a a pretty unique combination of a very topical screenwriter (Sheridan) and a director with some serious spine (Denis) to produce.
If you get just Sheridan you get preachy tv drama slop. If you get just Denis he's meandering and trying to score auteur points. You need them to neutralize each other like you need mayo and hot sauce to make burger sauce.
Having an absolute chad like Deakins behind the camera doesn't hurt either.

the whole movie is about how the war on drugs is just a playground for spooks and killers and she’s there as HR paperwork. of course she “can’t hang,” she still thinks laws are real. that final scene works *because* she’s out of her depth.

stick to marvel if you need the protagonist to be le epic competent 100% of the time.

The point is that she was stressed and wanted a quick pick-me-up fuck to escape it. Being stressed and trying to escape it is what gets people killed in their world.
Whether del Toro's character is "good" or "bad" is beside the point, these categories maybe exist in her mind, but certainly not in his or anybody else's.

Blunt was fine. She's wooden as fuck but when she does those no nonsense military/cop woman roles, she manages to sell that well.
If anything it's the "we have to save the heckin latina cartel baby princess" storyline that I found annoying in 2.

The whole point was the law was too slow and cumbersome to handle it, and it had grown out of control. They were prosecuting record numbers of criminals and it wasn't having an effect. Tons of cops and people in the legitimate legal system were corrupt due to money and threats. So yes, it needs extrajudicial work to fix. You should feel like a moron for such an idiotic comment.
