Because the point isn't that he's right about Jimmy, even when Jimmy was trying to live a decent life without scams, it's that Chuck was willing to actively sabotage his success no matter what. Which he did out of spite because Chuck lived a life of absolutes where nobody could change. Jimmy is a piece of shit but it didn't make him BETTER to have a gaslighting (no pun intended) brother working to backstab you every step of the way.

A key characteristic of Chuck is that hes a legalist, he doesnt actually care about morality he cares about the confines of the law and anything thats inside it is fair game, which is why he doesnt feel any internal conflict with doing the same type of shit Saul does to gain the upper hand in cases because he thinks as long as hes doing it its whitin the law and correct
Hes a major contributor to the moral death of Jimmy, who had already killed his own boundaries when it came to the law

That's actually decent characterization for a lawyer. It can be hard to square justice knowing that the justice system is flawed, and getting to partner in a law firm means arguing for a lot of things that you know in your heart aren't exactly true. A lot of lawyers deal with that cognitive dissonance by adopting outlooks of others that are completely unforgiving. Good writing.

You can know the law. Nobody is stopping you. You can even represent yourself in court if you want. It's just not recommended. And you can't represent other people in court without certification because we don't want dumbasses who don't know the law scamming people into hiring them as lawyers. You actually should familiarize yourself with basic laws and any particular laws that are specifically relevant to things you do in life though.
