Don S Davis plays an Airforce General from Texas involved with the airforce Ayyy project in both. SGC wasn't set up until 1997 so It wouldn't be weird if he was transferred to SGC once they opened it. Plus he's a major gen in both and then gets promoted in SG1
This guy is also Scully's dad in the X-Files (though he's in the Navy in that show)
