I don't like or know much about one piece, but I did watch S1 after it was well received last time.
It's weird.
When I watch it, my brain is telling me that it's objectively bad, but it's still enjoyable to watch, partly because of the novelty of just how ridiculous it is. I don't know if it's a fluke, or actually a factor of anything the production team are doing intentionally, but it kind of is fun.

Because One Piece is less of an "traditional anime" and more of a wacky cartoon. It has more in common with Looney Toons. One Piece is all slapstick comedy and action.

The one problem traditional anime faces when adapted to live action is the risk of it becoming too cheesy or corny. Fights look bizzare or action looks fact. Audiences can't take it seriously. You also have actors trying too hard to imitate anime characters so it becomes very bad acting too.

One Piece side-steps all of that because live action One Piece embraces the cheesiness or corniness. The characters are not embarrassed that they live in a bizarro world. The cheap sets and budget CGI actually help the show because it's so cheesy.

Remember Space Jam from the 1990s? Same idea.

I don't know if any anime live action adaptation can be considered good or should even have been made to begin with. But compared to other material, OP knocks it out the park, even with a negroloving name like Netflix hanging above it's head.
It's certainly a fun watch for a new audience, yet the live action seems to better serve veterans who can see the neverending stream of references and compare the complete overhaul in the plot, so they don't feel like they watch the show twice.
Inaki isn't that great of an actor but at least his spirit is there.

It's the same idea with 1990s Power Rangers. On paper...the idea is silly with colored spandex, martial arts, monsters, and giant robots. But because the characters in the show embrace the idea, and the producers don't fight it, Power Rangers works well.

Unlike modern shows where producers seemed ashamed of the source material and want to change half the show. Or characters in the show make jokes about the world and don't take their circumstances seriously.

without talking about the quality of both shows, I'd say it's because an ATLA adaptation is only easier on paper, they still had a lot of problems, just different ones from OP that they didn't know how to handle:
-aang's story already ended several years ago and the comic and korra's series have hurt its legacy a lot, to the point it has a divided and not very active fandom, so there's no gatekeeping telling netflix what to do and what not.
-the original creators left the ATLA project, unlike oda with OPLA, so the endorsement is no longer there.
-they have a weak asian cast to work with, who are not as charismatic as the OP one, and the cultural differences with western audiences will always be a barrier to a lot of people.
-the marketing campaign from the OPLA is unmatched to any other show right now, they have years of source material to take from both anime and manga, a cast who have shown a lot of commitment and are constantly doing collabs with sport teams, magazines and getting interviews, and, a lot of content creators constantly talking about it.

And then the plays would be adapted into more permanent mediums, where the production quality can go higher.

The problem is that once you got a industry running with a sizeable distribution, there is going to be money to be made despite making a subpar project.
And because its a industry with its own talent ecosystem, there is going to be insane fart smelling people who think they are more clever than what is already a strong commercial success. Adaption makes sense.

That in itself s a problem when the last attempts where fucking awful. One Piece is also a fucking behemoth if you watch the anime, its too long and too many episodes. Meanwhile ATLA is a concise original animation.
