Arthur was never the joker really. He was always some actually retarded loser who killed some guys for very personal reasons and the world mistook it as him doing it for a cause and they propped him up as something he wasnt. Then in the second movie the reality of being a retarded murder came down upon him and the world when they realized he was just and idiot and when he realized they didnt like him for him, just for the message he never stood for.

Idiots wanted him to be something he wasnt from day one and got mad when it never was that and were so fucking self centered that they thought the second movie was critiquing them instead of continuing the plot they were to dumb to get from the start.
