Most people that directly encountered them in the Clone Wars era either died or were absorbed into the the Imperial power structure. Keep in mind the Jedi were discreet with their usage of power, like Qui-Gonn with Watto, so even for most people that met or saw a Jedi all they really experienced was a dude in robes and a fancy hilt hanging from their belt that supposedly has super duper mystical powers they never saw any of them use. The most powerful Jedi was a little green dude that limps around on a cane and mostly never left the Jedi Temple in 900 years.I'm not sure it'd be that hard for the public at large to write them off as a cult of con men, especially after an Imperial spin campaign.
I'd love to see a origonal trilogy era movie following Vader and a group of imperial officers crushing a rebel uprising. The empire is way fucking cooler than the rebels imo.
