He's sunk his claws into a lot of the Lords of the Vale, we see this alluded to in the Sansa TWOW chapter where he's trying to convince the Royce patriarch to hoard his food until winter begins in earnest and to price gouge the shit out of the rest of the Westerosi lords, but I don't think his plans will be as successful as he thinks. The biggest problem is Sweetrobin - no matter which way you slice it, even if he is a sickly boy and most people think he's not going to live very long, (plus Littlefinger is kinda behind-the-scenes poisoning him by encouraging Maester Coleman to continue giving him Sweetmilk so that certainly expedites things) he is still the son of the beloved Jon Arryn, and Littlefinger, as Lord Paramount of the Vale on what is essentially a technicality is already not well-liked, so if Jon's heir dies, I think that no matter how indebted they are to him, the lords of the Vale are going to kick his ass. Sansa's fate rests upon whether or not he makes the grand revelation that she's actually not his bastard daughter before or after Sweetrobin dies. If he does it before, then she can simply bide her time, try to restrain Harry from doing anything one way or another, then once Sweetrobin does die, use the rapport she's built with Harry to oust Littlefinger and then try to pivot toward the North with the help of the Vale. If he reveals it afterward, I think it'll be under scrutiny and Sansa could end up like Arya, except with none of the grit and will to survive. George did recently say he initially planned for Sansa to die, and only after the show did he reconsider, so I think up until recently the latter is closer to what he planned, but now it could be the former or at least the latter without the consequence of death for her.

They get lances? You do everything you can to keep them away while you shoot their horses to death, those lances are now useless. Valyrian steel arrowheads, bait them into wasting their ammo on peasants instead of your knights, etc.You'd balance your kingdom's wealth entirely around like forty dudes who only serve as the focal point of enemy strategy before they easily put the rest of your now poorly funded army to the regular steel sword.
