How would stealing money from a bank, affect the accounts of it? The money is still insured.

In Road to Perdition, Tom Hanks steals money from Al Capone, but he specifically steals money that's off the books and not reported and he specifically steals it from Capone's own account manager who works there.

Is this entire bank supposed to be one that the city of Gotham doesn't know about or something? It's still going to have all the money insured, they're going to print more of it and replace it. There would be armored cash trucks headed there that same day. Joker can burn all the momey he wants, it doesn't matter.

How is this building registered under city ordinance, and how did they contract the vault to be built? What name shows up on the utility billing?


I find it highly unlikely the mob built a 30 story sky ride with the local government knowing about it
