Without restrictions, the Time-Turner alone should have up-ended everything that happened after book 3, and they gave it to Hermoine just to have more classes(with the side-effect of her ageing faster relative to her class-mates).

They didn't use it to stop Voldemort because even messing with time going back a few days can have implications that are impossible to predict, let alone going back decades. For instance, the time turner creating the self-fulfilling loop that was the entire climax of Prisoner of Azkaban, they created a bootstrap paradox. That was just going back days. It basically was not an option. Or you could just headcanon that the horcruxes can create immortality that even defies past events being changed, Dragon Ball Super logic.
