Frank Herbert, the creator of Dune, said that Star Wars ripped off Dune.Was he right? If he was right, why didnt he sue George Lucas? If someone made an insane amount of money ripping off of something I created, I would had sued for sure.

I don't think there's anything legally actionable about whatever Star Wars may have "ripped off". A common saying is that you can copyright expressions of ideas but not ideas themselves. Artistically speaking I don't think there are that many similarities either that aren't common sci-fi tropes.
