He doesn't seem like an asshole, and he is supposed to be the actual unrepentant piece of shit in the relationship as opposed to Petunia who is just lashing out because she was jealous of being deprived attention as a child. She has a motive (which also gets layers after Lily dies and she realizes that the magic world she envied was at the same time very dangerous and scary) while Vernon is just a piece of shit for the sake of it.
