That's why I love Gero as a villain, he had so much potential to be a major villain in his own right but instead he was used by the writers as a way of introducing Cell. I would have loved seeing Gero secretly create more divisions among the Z Fighters so they would be distracted and couldn't see what was really going on until they finally united again and used their brains to defeat Gero instead of brawn. Gero was a great villain who used cunning instead of ki.
