In the scene it is clearly visible that the assassin quickly places the wire around Brad's neck and then pulls on some wire that is hanging on the back. Presumably that pulled wire bit at the end both tightens the loop around the neck and activates the gear mechanism.
That also prevents the loop from being immediately taken off by Brad, by pulling on the wire the loop is tightened beyond the point where it can be quickly removed and the mechanism starts to slowly reel the wire.
Kind of like a zip tie. You pop it on and tighten it. Except in this case the zip tie keeps constricting since it also trigger a motor that does that.
