How? Every scene that fucker was in and mentioned in had an underlying tinge of maleveolence. From Vader scaring the shit out of Jerjerrod at the beginning of the film, to Mon Mothma's lament over how many Bothan spies died to bring vital information just on his whereabouts. Whenever he was on screen, the movie took a dark turn as he's taunting Luke the entire time with an air of untouchability. Even just by being in a tower that just out high above the surface of the Death Star is him just goading people to try and attack him.

He never even says Plagieus could cheat death, he says he had "the power to create life" which isn't the same thing. So what Palpatine told Anakin was true, from a certain point of view.
