Here's the thing: we don't get a great steampunk film because people are pedantic about what constitutes steampunk. The Iron Giant is 'nuke-punk', Atlantis is 'dieselpunk' and Miyazaki movies are dropped for being japanese. On the other hand, technically Back to the Future III is a great steampunk movie in the technical sense, so that kind of movie is always halfway in existence.

Because cyberpunk was coined as a genre to be about lowlifes (punks) in high technology (cyber) settings. This was plagued with a lot of circuitboards glued to the outside of shit. Morons would then proceed to think “punk” means “shit glued onto shit.”
