If an alien squid suddenly appeared then died in NYC and killed a bunch of people everyone would be shocked but view to as a freak accident and probably the Soviets would have just taken advantage of it. There was no indication this threat would ever manifest itself again or was more than a fluke.However Dr. Manhattan was already an object of awe and fear by the world and outside of America an established threat. The US was already scared he was going to go rogue, and he had already had an outburst on national TV. And by having him seemingly strike major cities at once, you removed the American centric nature of it and everybody suddenly was angry at Dr. Manhattan and ready to move together.The problem is Moore was pro-communist and saw the US as the only problem in the Cold War. He thought the USSR dindunuffin and was just acting defensively, so if the US was hit that would mean peace for the whole world. Snyder understood that world peace through trauma and a mutual threat would have required the entire world to be under an ongoing threat.And lastly, the telepathic squid was a supernatural thing that defeats the purpose of the setting that only Dr. Manhattan was "outside" our reality.
