I don’t get it, how exactly did they make their money? What does “controlling” garbage routes even mean? Davey, Barone, and countless others could have turned these retards over to the cops at any moment.

they did different things but a lot of it was with unions. basically they could negotiate deals with construction companies, shipping companies, waste management, and they would essentially get a piece or percentage of whatever money was being paid in all kinds of ways, sometimes through legal ways under the guise of things like being paid for union management fees or whatever, a lot of times just through skimming money that was coming in illegally.

if the companies or the state refused to work with the mob's unions, they would just have their union boys strike until the state or companies caved, and the companies or state couldn't even hire scabs because the mob boys would beat the shit out of them and their families.

as for the workers it was a weird situation where, on one hand, sometimes working in the mob unions got you more money, but the mob didn't atually care about the workers and would just as soon kill you if you didn't play by their rules.

on the other hand, as a worker, a lot of the time you just had no choice.

imagine you put a car on ebay, someone goes "I'll pay 10 grand for that", then another person goes 15 grand, then a third person goes 20 grand, so on and so forth
now imagine the first person had a way to go "okay forget all those other bids, we're gonna pay 10 grand and that's the end of that"
now you have to kick some money to the mob, but you're only paying 10 grand instead of 20-30 grand which you would have had to pay if it was a fair auction
but now instead of a car, it's a contract to pick up garbage in a certain county of New Jersey

New Jersey has like a million different towns, townships, cities—most all of which contract out to a private sanitation company to pick up their garbage. On top of that, you probably have big commercial customers with dumpsters that can choose their own companies to pick up their trash.
The mafia divvies up geographical areas so only one company controls certain routes i.e. areas and then can charge higher prices due to the local monopoly. The mafia ensures that no other companies come in and underbid them and they get a cut of the profits.
