It's a television series. Discussing whether it's a film or a television series is a trivial point of conversation. If the runtimes were longer then it might very well be up for consideration as a series of films. The only part in the creative project that is a film is "Fire Walk with Me".
Twin Peaks (the OG series) is a film. Fire Walk With Me is a series. The Return is a OVA series.
