Would it be possible to downscale Babylon 5 blu-ray to 480p so we can get the show in its original aspect ratio without a giant file size? The show probably wasn't designed for 1080p screens anyways.

Yes. I have done this with anime amd wrestling to watch on crt.
If the files you are working with are 16:9 with black bars on the side to file it in you want to crop those.

Oddly enough the blu-ray is 4:3 whereas the DVD is 16:9 widescreen.

You don't need to go all the way down to 480p. There's a 720p h265 encode that crams the whole series to 20gb.
