But this slowly got flanderized into "take their emotional controls away, they turn into psychopathic murder zombies". But in Voyager you had moments where Tuvok channeled his raw emotions into some alien and it drove that alien insane, mindmelded with a emotionless serial killer which somehow made Tuvok lose control and become a rage monkey. Episode where he killed Holodeck Neelix over and over, and generally giving a demeanor like he was about to snap at any moment. It's like the writers goto for Tuvok was always to find an excuse to make him temporarily insane or mentally ill.

She's constantly having mental breakdowns by season three and is more emotional than most of the human characters. Paris, Kim, Chakotay and Torres are all garbage though, I concede that. Lets not pretend that other shows didn't have weak characters. On TNG, are we really going to pretend that Geordi, Beverly, Troi and Wesley were good characters? DS9 had the msot solid cast by far. Overall I don't care if there are some weak characters so long as there are enough good ones to make the show enjoyable, and I think Voyager has enough good characters.It's still the weakest of the pre-nutrek shows, bar maybe Enterprise, but it's not bad and it still utterly mogs nutrek.
