I feel like the writers were really split between wanting to do adventures of the week like TNG or a long story arc like DS9 so the whole series was really bipolar.

The show's ultimate flaw was that it was pulled in too many directions without fully committing to anything. Resulting in a lower density of quality episodes. That said I still don't know if I can forgive the series for butchering the Borg. All they did was double down on all the bad things the Borg Queen represented from First Contact (which they could have fixed/amended), and had stupid episodes where most of the bridge crew willingly assimilate themselves to infiltrate them and have no lasting repercussion/trauma from it.
