They even had an episode where they mentioned Phoebe would be the one most likely to get phased out of the friend group if they ended up drifting apart. They still didn't do anything with her character after that. They had all series to develop a real romantic plotline for her to match everyone else, but it felt like they shoehorned in Paul Rudd and rushed that just to get it over with. "See, she's married now. Her character's done. Now we can focus on everyone else."

Phoebe was never anything more than weirdo hippie folk singer. Even after she became a massage therapist, that didn't really give her an opportunity to make use of it for a storyline or a workplace for the other characters to visit.
