Robert’s wife was a Baratheon, the grand maestar was a Lannister plant, and Robert was sane, benevolent, and apathetic at best about ruling.
Tywin could have gotten everything he wanted by supporting Robert. His own son got away with assaulting Robert’s best friend, there is no limit to what Tywin could have gotten with Robert on the throne.
