It's a similar setup to Andor, when Syril was told to fabricate his colleagues deaths as a random bar fight incident, because his boss did not want crime rate increase on his report, and they wanted the keep the Empire out of their turf. It's a delicate balance where planets are "independent", under the control of local governments and corporate security, as long as they are capable of keeping order themselves. If they can't, the Empire comes in and busts everyone's balls.
