Far from the worst Bond girl, but there's nothing interesting about her, her line delivery is pretty bad, her costuming is at the nuclear site is laughable, and she doesn't have very good chemistry with Brosnan. There are definitely worse Bond girls and I don't think she detracts from the movie too much, but when she's in the same movie as perfection incarnate Elektra King, it's really easy to write her off.
I dislike the entire Moore era, but I will say that Holly Goodhead is the funniest name given to a Bond girl.
