The first Robocop is one of the best films of the 80s, but for some reason it seems to be impossible to make more than one good Robocop film. Everything else in the franchise is trash, and Rogue City is not the glittering success that fanboys have claimed. Apparently Verhoeven is the only man who can make this material work.

But it's a mid-budget studio, so they were probably hiring the cheap guys. But the writing is still really good, they did a great job with the satire and humour, and there is plenty of gore (especially if you unlock the weapon upgrade that adds more gore).

It's easier to make a synthetic face made out of a durable material that can be replaced if damaged. Remember Robo gets caught in a massive explosion in the film and there is no sign of tissue damage to the flesh.
