It has extremely limited protection from solar radiation not from the low atmospheric pressure, but because it doesn't have a consistent global magnetic field.I don't remember the book addressing it at all. Any colonies on Mars would have to be started in the southern hemisphere under local magnet umbrella zones that will have much lower average radiation levels.And the exposure levels in rads over time wouldn't curb plant growth. But they will give the people trying to live outside those zones long term health problems. Being there for 2 to 4 years wouldn't be any more dangerous than being in a spacecraft for the same amount of time. You would have a high rate of birth defects after a generation or two though.
