The book sadly does not expand on this, but there are a few hints: a few references to the fact the boys were evacuated during wartime, the downed pilot whose corpse scared the boys, and the final scene of the book where the rescuing officer may have been eyeing a cruiser, unsure if its the enemy or one of their own ships.That said, I don't think Golding is trying to said that you need a war to expose the brutality within people. Rather, people will be brutal or savage if they're pushed towards it. Much of the savagery of the hunters came about because of the irrational fear of a Beast, along with the natural death of some of the boys (by chapter 3, some of younger boys already started dying due to drowning or some other random things)
