Protocol droids are mass-produced with components being pretty easy to find. Anakin's main job is being a slave for a salvager, identifying and repairing exactly these kinds of things for resale.
Anakin is also not a toddler, he's 9 years old. A modern day 9 year old is completely capable of putting together a PC with a small bit of research - a 9 year old genius who's spent his entire life working with robots and putting them together would surely be capable of putting together old protocol droid parts to make a new one.

Yeah everyone pointed out this was stupid. The movie still points out that the controls are fairly similar to his pod racer (it does make sense that most spaceships would have similar control interfaces) but even still he mainly relies on autopilot and nearly gets himself killed during the sequence.

Rey has never been shown to have any piloting experience. We don't even get a throwaway line about using a flight sim. Her only mechanical experience is scavenging parts and selling them - never actually building/repairing anything.
She's somehow able to pilot the Millenium Falcon, an unusually-designed ship through extremely difficult terrain, out-fly several tie-fighters, and then use a single shot to kill two of them. Later on, she out-mechanics Han Solo, who has been piloting and repairing the ship for longer than Rey has been alive, despite having never been on the ship before and has no repairing experience.

The prequels suck. The sequels are even worse.

A flat arc works when the character inspires change in others.
For example, Goku is a prime example of a flat character arc. He does not change once, from all the way at the beginning of Dragon Ball, to the very end of Dragon Ball Super.
However, what Goku does is use his character to change others - he turns villains into companions. Krillian, Tien, Piccolo, Vegeta, the Androids, Buu, Beerus and Whis, Hit, Fireza, etc.
Rey has no internal character arc or external character arc, not in the first movie, at least. You could argue she influences Kylo.
Tony Stark does have an arc, he goes from selling weapons to terrorists and philosophically defending it, to shutting down manufacturing and actually fighting the terrorists himself.

The only good thing you can say about the prequels is that they were "genuinely" what George thought would make for good movies. He was categorically wrong and made three colossal stinkers. He already had piloting experience from the podraces. However that was barely even a factor in the naboo battle. The ship was on auto pilot until r2 managed to turn it off. At which point anakin tried spinning, because that's a good trick and then promptly crash-lands in the trade federation ship hanger. Then while pushing random buttons accidentally shoots proton torpedoes into the main reactor. Nothing he did in that battle required any skills.
