I never understood the hate The Phantom Menace got for this. Lots of reasons to hate on the film if you want to, but the premise is not one of them.
The strory of the Sith getting into power has to start somewhere and a Sith orchestrated trade dispute which devolves into a conflict by design is a fine starting point.

The Sith could have just been assassinating important figures and started an upheaval through that, which it seems like they were doing anyway, so show that part, and give Maul more airtime and character.

The senate actively doesn't care about the blockade, so much so the Chancellor had to go behind its back to send a couple Jedi to negotiate. Naboo isn't effected by the blockade in any way. The trade federation is actively wasting resources on an endeavor that doesn't in anyway benefit their goals?
