The BoS's civil war has nothing to do with the Anchorage scenes, the Vault scenes - both the one's with the dethawed Vault-tec guys and the other vault - have nothing to so with anything else. The overwhelming amount of bullshit means the pacing is dragged to a halt, and there is no actual room for any character work or arcs.
