Traditional film cameras were problematic on “small sets” because you need to keep removing parts of the set to get different angles of the same space.
Gimbaled sets such as those used for submarine movies are likely not actually cheap to build.
Plumbing sets is also apparently a pain, which is the reason ER used to not show the doctors washing their hands frequently.
Small spaces also limit the potential for action sequences.
Any “underwater film” also has to show the actors going under water during multiple scenes in most cases.
This is inherently dangerous, and requires multiple safety divers and medical staff members, per union rules.
During filming for “The Abyss”, Ed Harris almost drowned.
Filming around or under water also tends to make the crew wet and unhappy.

The setting is extremely limiting. The film would have to take place in a tiny-ass submarine (room for a max of two people seated side by side, though most manned missions down there were solo...smaller craft retain structural integrity easier) and it's not like there's a ton of exciting shit down there unless you're a science nerd. It's just dark. Even if you invent some sort of monster or something, the people are still stuck in the submarine. They can't get out and swim around. It's a challenging environment to write for and in the end, what's the payoff? Any story that could be told down there could likely be told better elsewhere.

I remember during the Stockton Rush thing when people still thought they were trapped down there, anons were earnestly asking if they were suck on something why someone couldn't just swim out for a second and unstick them. As shown with Subnautica, a horror with this premise works 1000x better as a game. It needs to be interactive to actually be scary.
