Ultimately the cartoon has the same issue that all subsequent media using the character did: they simply didn't understand what made the movie work.
For some reason, they love to try and make Napoleon an actual badass, when in the movie, he's just a dorky dreamer. Yeah, he busted out the dance moves and rocked a bad suit, but he's not actually a wolverine hunter, nunchuk expert or anything.
Even the movie's own post-credits scene misses the point of the character, which is odd even considering it was filmed and written much later.

I ain't even gonna lie, the ending of this movie made me choked up and sad the last time I watched it.
It's a perfect coming of age story, Napoleon's world has grown up around him and yet he is unchanged, because he was always the one listening to his heart. And even with all the change, president Pedro and Kip going to Detroit, Napoleon still finds himself back in the tetherball courts where he always spent PE. Yet, there's Deb, also grown, waiting for him, because Napoleon has found a place he belongs.
All set to "The Reason - When in Rome", it's just beautiful, the slow zoom out of the dusky landscape as they play ball, right as the music crescendos...

The town of Preston is a small, isolated community in the middle of nowhere. Judging by fashions, music, technology the town is either stuck in the 1970s or the early 2000s, or somewhere in between. All the houses in the movie are shown in plain view, always completely by themselves.

Each character in the movie eats a specific food. Deb eats pb+j sandwiches, very plain, very dull almost. Uncle Rico eats greasy, almost manly steaks. Napoleon likes eating tots out of his pocket like an autistic kid, not giving a fuck. You can even see this in the opening titles where the actors' names are made out in certain foods that accent with their respective character. The movie literally says, "you are what you eat"

Making a series around 2007-2008 (allowing time for production) might have fared a bit better, but by 2011 it was kind of old. Also the sense of humor just didnt work in a cartoon. I watched the premiere and if I remember right the plot of the first episode is a secret wrestling ring or something and it was just a bit too wacky. I had the PSP version of this growing up. Its basically just a bunch of mini games, loosely related to the movie. The only ones I remember is one were you have to fix the time machine by rotating pieces to move a current through like a puzzle game, and another where you have to catch footballs thrown by Uncle Rico, and a dance competition that plays like poor mans Guitar Hero. It's not a good game at all, but I guess there is the novelty of it just existing. No idea if the DS version is any better.

Interesting that you noted the opening titles, but I don't know that Jared Hess actually had food in mind in such a literally way when they filmed the movie. The title sequence was made after Fox Searchlight picked up the movie, obviously long after the movie was done. Maybe on some long gestation over the story, he decided food was central after all, but it doesn't feel like something that grabs your attention as you watch the movie even though it is easy to notice once pointed out.
One interesting aspect, are the named characters who DON'T eat in the movie. Summer is offered a cake (sweet) but never is seen eating it.
But I don't think it was done intentionally besides the cake thing because it seems more like "food scenes" are used as framing devices. For example: Neither Kip nor Pedro actually eat in the movie but Pedro is shown with a tray of food in the cafeteria and Kip goes to burger joint with Rico (these are just used for exposition), earlier Kip is blamed for eating all the chips (dialogue that elicits the reply telling us that Kip is chatting with babes).

Nah, that's not what I said at all. It's a coming of age story for everyone, Napoleon doesn't "do nothing", throughout the movie he learns and grows but what he doesn't do is change. The entire story is about misfits finding their place in the world. Rico is a misfit in time who finally moves on, Kip discovers his true ghetto self through LaFawnduh, Pedro is accepted by his new home of Preston after listening to his heart.
Napoleon also finds his place, which was always Preston. That doesn't change because Napoleon didn't change as a character, he simply found people who accepted him for who he is in Deb and Pedro.
