I know it's a meme at this point, but you're missing her role in the story. She isn't there to be a romantic interest, but to show Peter how much random acts of kindness matter for people who are low. Peter is the hero for the people who are about to be robbed or killed, but people like Ursula are heroic for those who are sad and without hope because they show simple kindness.
