You seem to be under the impression they had all the money to make something slick. But they didn't, because CN was originally made just to show reruns of Looney Toons, MGM, and Hanna Barbara show and SGC2C was literally their first original show and wanted to spend as little money as possible, not to mention cable still got jackshit in ratings compared to network TV.
