The real answer is that China was very embarrassed that westerners had bigger people, more capable soldiers, heroes that you would look up to. China response by manufacturing their own guy with mystical paranormal superpowers who is the best fighter ever, but you can't see it. Bruce Lee was a total astroturfed fraud.
Shortly after Bruce Lee actual talent came from China like Jackie Chan who had real talent that they could show off. You watch Jackie Chan move and the guy is completely insane, the stunts are unreal. Bruce Lee never did that. Bruce Lee smoked meth and would do poses. Watch any Bruce Lee movie and you can see that the real talent comes from the people pretending to be punched by Bruce Lee who have to sell the hits.
Even though China produced dozens of amazing stuntmen they never stopped the Bruce Lee worship. Jackie Chan to this day will claim Bruce Lee was the strongest and fastest man in the world, even though it's insanely obvious that Jackie Chan is superior.
This guy has become a religious figure. His movies are unwatchable and no one has found one good clip of his stunts outside of him playing around with nunchucks.

Thanks to the Lone Ranger, Bruce Lee was an Asian man that old white people still angry at all Asians since WW2 were willing to accept which allowed his movies to do well in America leading to Enter the Dragon being made as the first Hollywood x Hong Kong co-creation. But even then, in true Hong Kong fashion, Bruce is barely in the movie compared to John Saxon who is the real star. But unlike Saxon, Bruce could do choreography that wowed people of the 70’s. On top of that, he had the James Dean effect of dying right before the movie premiered causing it and him to become instantly iconic.

For an entire generation, Enter the Dragon was the first martial arts film they watched and therefore it was considered the best.
It also helped that he was born in America, spoke perfect English, and was married to a white woman, allowing him to come across as exotic and American at the same time, something Jackie Chan could never do
