Kids were all explicitly told to not do or touch things and they did so because their parents didn't properly raise them. It's not necessarily their fault, but it was consequence of their actions. In the new movie, Violet's mom encouraged her to try the gum and after Verucca jumps for a squirrel, her dad tried to buy one instead of discipline his child. Augustus' and Mike's parents were just pussies who didn't have the guts to straighten up their kids either but rather than encouraging them, didn't have the nerve to tell them no.
