Design wise it looks alright.
The animation is crap though.

Japs just don't have the money to make anything. Their economy tanked in 1991.
If you want good looking animation in anime, it all happened in 86-91.

Because it's a lot of fucking work and requires a very special conjunction of skilled people all in one place, the will to begin the project and the funding to keep it rolling along far enough to be released. It's the same reason you basically didn't see Metal Slug tier animated pixelart since those guys disappeared into the shadows all those years ago. Off the top of my head Redline was the last time a cinema grade "traditionally animated" feature was released.
